Part I Unemployment and the Continuities of Honest Poverty 2 Not “Weary Willies” or “Tired Tims”: The Work Imperative in the Poor Law World The Dudley Herald frightened its readers with the “The Demon of Unemployment” in November 1908, describing a depressed region where workers struggled for survival. ”1 The reporter went on to describe “one of the saddest sights,” which he had witnessed at the Stourbridge Union Workhouse the previous Friday: A band of over 20 men were waiting to appear before the Guardians to appeal for temporary work.

62 The report condemned municipal relief works laid out in the Chamberlain circular as having a “demoralising effect on the industrial capacity of the men employed. . ”64 Work relief compromised men’s occupational identities and did not have the desired effect of restoring the manhood of the unemployed; it rather dragged down the honest unemployed to the level of the loafer. The commission damned the Unemployed Workmen’s Act of 1905 on the same grounds. As many historians have noted, the commission’s reports did not have any immediate effect on the structure of the Poor Law.

Cornfield “complained of the manner the stones were broken in many cases, and said the Board had been grossly imposed upon ... ”41 While town work relief supposedly did not contain the stigma or disenfranchisement of poor law relief, the assumptions of those administering the schemes were not so different from those in charge of the Poor Law. Welfare providers continued to require honest poor men to perform their deservedness in often demeaning ways. The growing honest poor/pauper dichotomy The economic crisis of 1886 led the British government to its first meaningful questioning of the Poor Law’s power to address the problem of unemployment.
